Forward Service Corporation (FSC) is a private, nonprofit corporation which administers federal and state funded programs providing job training, educational services, support services and placement services to unemployed, under-employed and economically disadvantaged adults and youth. The Manitowoc County office operates the Workforce Investment Act program for at-risk youth ages 19-21.
